Boot PC In Safe Mode Windows 8.1 Tutorial
To boot a Windows 8.1 PC in Safe Mode, follow these steps:

Press the power button to start the computer.

As soon as you see the initial screen, start pressing the F8 key repeatedly until you see the "Advanced Boot Options" screen.

Use the arrow keys to select "Safe Mode" and press Enter.

Your computer will now start in Safe Mode. You will see "Safe Mode" in all four corners of the screen.
