To empty the Recycle Bin in Windows 7, follow these steps:

Open the Recycle Bin by double-clicking its icon on the desktop.

Click on the "Organize" button in the top-left corner of the window.

From the drop-down menu, select "Empty Recycle Bin."

A dialog box will appear asking you to confirm that you want to permanently delete the items in the Recycle Bin. Click "Yes" to confirm.

The Recycle Bin will now be empty.

Note: If you have multiple hard drives or partitions on your computer, the Recycle Bin will be empty for each one separately. You will need to repeat the above steps for each drive or partition to empty the Recycle Bin completely.
